Erlinda C. Palaganas, PhD RN, is a distinguished Full Professor and University scientist of the University of the Philippines Baguio. A tireless and staunch advocate for nurses’ and peoples’ welfare, Dr. Palaganas is largely known among the Philippines’ community health nursing pundit as the leading expert in qualitative research and in her contributions and sustained efforts to achieve equitable access to health care for Filipinos.


She has conducted phenomenological, ethnographic, and grounded theory studies to address the needs of indigenous groups and health workers, exhibiting how all of her multidisciplinary efforts, advocacies and public service are undergirded by her understanding of the human condition. Also, the President of the Philippine Nurses Association in 2019, Dr. Palaganas is among the key figures in the national movement of peaceful protest that impelled the Supreme Court to uphold the implementation of the Nursing Law of 2002, enforcing the implementation of the entry salary of government nurses to “Salary Grade 15”.


Dr. Palaganas has curated her career to effectively blend research, education, policy-making and advocacy; thus, she looks forward to doing the same for the Academy as part of the think-tank in “convening dialogues to generate creative and collaborative solutions to complex challenges in health and health care.”


She has received her BSN from University of the East Ramon Magsaysay Memorial Medical Center, Inc., College of Nursing; her MPH from University of the Philippines Manila, College of Public Health, and her PhD in Nursing from University of Sydney, Faculty of Nursing, Australia.
